10-A-14-HZ Approved with conditions

Construct penthouse and roof deck with balustrade on rooftop. Location of the balustrade or any other features, including the penthouse must be field verified so as not to be seen from the ground level of the Market Square Historic District.


10-B-14-HZ Approved as Modified

Spindles to be 27 to 28-inches high (3 inches apart) and an intermediate beveled top rail installed to match existing top rail. Intermediate top rail to be placed so that there is 4 inches of clearance from the top rail. Cut spindles so that they fit into the remaining opening and butt into the top and bottom rail.

Approval to: 1) Replace 3-tab asphalt shingles with dimensional shingles on the west roof of former gymnasium.
2) Install 22-inch x 30-inch skylight near the south end of roof as noted in submitted photograph. Example of proposed skylight as indicated in the submitted Figure 1.
3) Replace late-added semi-circular glass window at north end of main building beneath steps. Type of window to be approved by HZC before installation.

Demolish late, non-contributing lean-to on rear of house. Construct an approximately 20'x40' one-story frame addition across entire rear of house. Addition to have twin gables and centered gable covered entrance facing the rear yard as per drawings presented to HZC on October 16, 2014. Construct an approximately 40-foot wide wooden deck approx. 12 feet beyond the addition into the rear yard. Condition: Deck balusters to butt into top and bottom rails and not overlap them.

Relocate 20'x60' Queen Ann Cottage house from 137 W. Baxter Avenue to 119 E. Oklahoma Avenue within the ONK H-1 Overlay. To minimize the above-grade pier height in front, a 3-foot-high foundation wall will be constructed beneath the footprint of the porch, and the ground will be graded against the outside front of that foundation wall to cover it as much as possible. The 5-foot-tall, 18-inch-square parged block piers will sit on top of this wall. A total of 7 of the masonry piers are proposed to support the front porch, with 4 across the front and 3 on the south side. The foundation is to be parged with stucco. The front porch floor is to retain the tongue-and- groove flooring. Wooden steps with enclosed risers and infilled with wood lattice will be constructed from the ground to the south side of the front porch. An L-shaped concrete pad is to be poured in the location that will be sheltered above by the wrap-around porch floor on the front and side of the house. Framed wooden lattice panels are proposed to be inset and recessed between the brick piers. There will be casement windows on the south and north foundations. A wooden basement door under the porch on the south side, toward the front of the house. A covered rear porch deck covered by an end-gabled roof will be added to the back façade. Existing rear door to remain.

Replace non-original 6/6 vinyl windows with 3/1 wood double-hung simulated-divided-light windows with muntins on both the interior and exterior sides of the glass.
