Staff Recommendation

Staff recommends approval of relocating the Queen Anne cottage to a lot in the Old North Knox H-1 Overlay with the following conditions: 1) a brick mock-up for the foundation is to be provided prior to building the foundation; 2) the height of the piers and foundation is to be more closely estimated --not to be higher than 123 E. Oklahoma-- and approved by staff; 3) infill between the piers and beneath the porch may be brick to match or wooden lattice; and 4) driveway construction plans are to be submitted to staff for review.

Relocate 20'x60' Queen Ann Cottage house from 137 W. Baxter Avenue to 119 E. Oklahoma Avenue within the ONK H-1 Overlay. Set house on brick foundation creating basement lighted with three wooden casement windows and one wooden access door on the southwest side. Porch to be supported by traditional brick piers as indicated by submitted photos. Height o foundation to be similar to the adjacent 123 E. Baxter Avenue house. Space underneath porch to be infilled with square lattice or salvage brick. Front setback to equal that of adjacent north house, which is the predominant setback on the street.

Folk Victorian 1898-1900

One-story frame house. Floor plan(20'x60') is a "shotgun" configuration. Front gable is inset with wooden pendant and square roof vent. Wrap-around front porch is supported by brick piers and hipped roof is upheld by square columns. Double-hung windows.


1) The Oklahoma Avenue streetscape has varying heights and sizes of structures and the house to the adjacent north is one-story; therefore, the one-story front -gabled house will be not be incompatible with the streetscape.

2) The Oklahoma Avenue streetscape exhibits varying architectural styles, including Queen Anne and Craftsman Cottages. Therefore, the Queen Anne cottage will be compatible with the streetscape.

3) The proposed front setbackof 25 feet will match that of the structure to the adjacent north, and the orientation will be towards the street as is typical. The proposed right (northeast) side setback of 10 feet is the average for the block. It is not necessary for the left, or southwest setback, at 17 feet, to meet the residential development pattern of setbacks since the adjacent building is a commercial buildling.

4) The foundation height will be similar to that of other structures in the district, with the sloped topography allowing for a basement similar to that shown in the submitted photograph.
