DORMER: The rear dormer will match the size and construction of the one approved at the sister house to the adjacent north at 405 E Oklahoma. The main houses and rooflines are identical to each other. The gabled dormer will be offset 1 ft from the existing roof peak and will match the pitch of the existing roof. The dormer will include a 28x48 casement window to meet egress requirements with 2/2 or 1/1 muntins.

REAR DECK: A low rear deck is proposed. The proposed size of the deck is 10' by 20'. The deck will have at most one step at most. Since the height of the deck will be below 30", no guardrails are planned to be installed. Deck boarding to be 5/4 x 6 treated pine decking.

FRONT PORCH: Install turned posts from 1605 Forest Avenue. Retain existing engaged half-post on the house. Any remaining unused half posts will be donated to the Knox Heritage Salvage Shop.

Enlarge and raise existing gable on rear (south side) of house retaining existing roof pitch as per submitted drawings. The height of the gable would be raised from 20'-10" to 24'. Two 36" x66" one-over-one abutting double-hung simulated-divided-light wood windows are to be installed in this gable. Add returned cornice, fascia, window trim, and any other trim to match existing as shown in photo of existing. All new siding to match existing in width, profile and material. New asphalt shingles to match existing. Also, optionally install 24"x48" skylight on rear roof slope with a dark-colored metal frame that will project 3-1/2 inches above the roof surface as shown in submitted photo.

Demolition may be approved after evidence is submitted that the following conditions are or will be met: 1) The continued co-operation of Covenant Health with the documentation of this important site to allow archaeological research (i.e. monitoring during removal of the houses from the property) and additional needed investigations as determined by a professional archaeologist, so that any important Civil War data discovered at the site can be scientifically recovered and preserved; 2) that conditions to which Mr. Birmingham [representing Fort Sanders Regional Medical Center] testified that FSRMC is committed are met (see May 24th HZC minutes); and 3) the approval [execution] of the Memorandum of Understanding between Fort Sanders Regional Medical Center, Knox Heritage and the Historic Fort Sanders Neighborhood Association.


5-O-18-HZ Approved with Conditions

Demolition may be approved after evidence is presented indicating that the following conditions are or will be met: 1) the continued co-operation of Covenant Health with the documentation of this important site, and allow archaeological research (i.e. monitoring during removal of the houses from the property) and additional needed investigations as determined by a professional archaeologist, so that any important Civil War data discovered at the site can be scientifically recovered and preserved; 2) that conditions to which Mr. Birmingham [representing Fort Sanders Regional Medical Center] testified that FSRMC is committed are met (see May 24th HZC minutes); 3) the approval [execution] of the Memorandum of Understanding between Fort Sanders Regional Medical Center, Knox Heritage and the Historic Fort Sanders Neighborhood Association; 4) Repair and maintain existing stone retaining wall on site at northeast corner of the property, or donate the stone to Knox Heritage; and 5) the first option is to identify a lot on which to relocate the house. If evidence is presented that indicates that the house cannot be relocated or that there is no lot on which to relocate it, only then may demolition be approved.

Relocation for 1810 Highland Avenue to Lot 33 on Highland Avenue may be approved after evidence is submitted that the following conditions are or will be met: 1) the continued co-operation of Covenant Health for the documentation of this important site, and allow archaeological research (i.e. monitoring during removal of the houses from the property) and additional needed investigations as determined by a professional archaeologist, so that any important Civil War data discovered at the site can be scientifically recovered and preserved; 2) that conditions to which Mr. Birmingham [representing Fort Sanders Regional Medical Center] testified that FSRMC is committed are met (see May 24th HZC minutes); and 3) the approval [execution] of the Memorandum of Understanding between Fort Sanders Regional Medical Center, Knox Heritage and the Historic Fort Sanders Neighborhood Association. If evidence is presented that indicates the house cannot be relocated or that there is no lot on which to relocate it, only then would demolition be approved.


5-R-18-HZ Approved as Modified

Reconstruct front porch to match previously existing following demolition of existing.
Roof and porch to be rebuilt to same size, style, pitch, shape, and detailing. The porch header is 8" high and will have a new 1x12 siding for apron at bottom.
New porch flooring (tongue and groove wood), new railings per code, rebuild stairs 48" wide. The posts will be replaced with 6x6 turned posts. The bottom portion of the post will be square in section in order to accept the top rail of the required 36-inch-high balustrade.
Balusters to be set into top and bottom rails with 1.75" x 1.75" square pickets to be installed with 6x6 newel posts.
Porch dimensions are 9' deep x 13' wide. Total rise of porch floor is 40" which will require guardrails per building code. Step rails will match the balustrade. Porch ceiling height is 8'.
