Staff Recommendation

Staff recommends approval of reconstructing the porch with the condition that the original porch posts are installed or reasonable reproductions.

Porch; Other: reconstruct front porch

Reconstruct front porch to match previously existing following demolition of existing.
Roof and porch to be rebuilt to same size, style, pitch, shape, and detailing. The porch header is 8" high and will have a new 1x12 siding for apron at bottom.
New porch flooring (tongue and groove wood), new railings per code, rebuild stairs 48" wide. The posts will be replaced with 6"x6"posts.
Balusters to be set into top and bottom rails with 1.75" x 1.75" square pickets to be installed.
Porch dimensions are 9' deep x 13' wide. Total rise of porch floor is 40" which will require guardrails per building code. Step rails will match the balustrade. Porch ceiling height is 8'.

Queen Anne Cottage (1903)

One-story frame cottage with hipped roof and lower cross gables on front and sides. Three-quarter front porchwith engaged hipped roof supported by turned posts. Later 2x2 square balustrade replacing an originally turned balustrade. 1/1 double-hung windows. Brick foundation. Interior brick chimney on north side. Asbestos shingled siding (Contributing).


1) The house is a contributing structure within the Fort Sanders NC-1 and the National Register Historic District.

2) The front porch was demolished without a building permit or COA on or about April 17, 2018.

3) The porch was an original character-defining feature of the house, and contained the original elements, except for the 2x2 balustrade which was a later replacment. The original elements included the hipped roof structure, turned wooden porch posts, and a 12-inch apron at the brick foundation. The porch would have had tongue-and-groove flooring and a beadboard ceiling as do all porches on this style and period of house.

4) The applicant contends that the porch was too deteriorated to repair and restore. Structural issues were discovered during re-roofing of the house.

5) The applicant intends to reconstruct the porch based on photographic documentation as closely as possible to the original except for replacing the turned posts with 6x6 square posts.
