3-E-16-HZ Approved with Conditions

Approval with the conditions that: 1) the front door replacement be appropriate for the period, style, and scale of the house with emphasis on correct size based on the evidence of any original provided to staff for approval; 2) the replacement of the windows on the southwest and northeast sides with wood double-hung 1-over-1-windows must utilize their original opening size with the exception of the northwest kitchen window which may utilize the existing opening size; 3) the rear window replacements may utilize their current size ; and 4) the front gable not be of a single pane but be similar nearby gable windows and be approved by staff. Enclose lower level porch with at least 6-inch offset on north corner of house in the style of a sleeping porch or sunroom. Remove existing late-added steps. Install three ~36"x78" single-paned wood casement or 1/1 double-hung windows on the north side and two matching windows on the rear, with window frames abutting each other as shown in 4/19/16 submitted drawings. Install half-light wood door with panels below on rear of addition, with single-light transom above. Sheathe addition with 3-foot high vertical beadboard or board and batten wainscotting below and siding above to match that on main house. Upper porch to remain open with balustrade with 2x2 pickets spaced ~4 inches on center, with entire balustrade being 36 inches in height. Top rail to be molded or beveled. Existing hipped roof over rear 2nd-level porch to be repaired as needed and supported by 6x6 square posts as are existing. The corner trim on the enclosure below will align with the width of the roof support posts above. Approval of installing diamond-shaped window in original opening to the right of proposed front door opening with trim to match that on original windows.

Construct wooden deck with balustrade (as needed) at rear southeast corner of house in location shown on drawings dated 12-8-2016. Balustrade to be no higher than 36 inches and to have 2-inch square balusters set into top and bottom rails - not overlapping. Deck to be ~ 7 feet deep by ~19 feet long surrounded by two wrap-around steps with enclosed risers below the porch level. Pine deck boards to be ~6 inches wide by 5/4" thick

4-E-16-HZ Approved with Conditions

Revised on 8-25-2016. The existing storefront is be replaced with a dark bronze storefront system per drawings submitted for HZC review on April 21, 2016. The replacement entry door will be full-light and wood-framed. The bottom row of window panels will have a frosted film, while the middle level of the glass storefront will be clear. Signage approved as per drawings dated 8/25/2016 . Flat aluminum awnings at 2-1/2 feet deep to be installed with angle irons on each façade as per drawings submitted for the 4/21/16 HZC meeting. The existing black-painted masonry facade will be covered with a new skim-coat of concrete and /or painted. Sample of proposed concrete finish to be approved by staff and HZC members on site.

Construct one-story 7,600 square-foot restaurant/retail center with four articulated bays. The building is 65' x 123' with articulated bays with 22'-8" tall brick piers alternating with 21' and 19' tall sections of EIFS. The building will have a flat membrane roof and aluminum storefront glazing.

Install 5 new trees in addition to the 3 trees already existing. The design has three ornamental trees clustered at the center of the site and two more flanking for a total of 8 trees with an average on-center distance of less than 30 feet between each.

The rooftop HVAC units are to be obscured from view from the main roads and the screening proposal must be approved by HZC staff prior to issuance of a building permit.

Remove recent frame infill walls on front and sides of front porch and from beneath front gabled projection to reveal original porch. Repair asbestos existing shingled-siding siding on sides and rear. Add new weatherboard siding to front façade. Restore and reuse existing 2/2 wood windows. Reconstruct front porch with hipped roof, wood tongue-and-groove flooring, wooden beadboard ceiling, chamfered wooden 4x4 porch posts, and balustrade with 2x2 wooden balusters or a simple sawnwork design. Porch design based on neighboring similar houses. New balustrade to meet code, but be designed to appear lower in height with final design approved by staff. Replace inappropriate, late front and back door with wood half-light door with two panels below. Rebuild wooden rear deck with 2x2 balusters set into the top and bottom rails. Add hipped-roof dormer with 2/2 wood double-hung window in hipped portion of rear roof. Replace covering on flat roof on late rear addition with prefabricated metal roofing with standing seam appearance. Repair and repoint chimneys and rebuild as necessary utilizing the same bricks and and cap them off. Repair parging on brick foundation. Conditions of approval: the new porch design must a hipped roof similar to neighboring houses, the balusters must be of sawn work with design approved by staff, the chimneys cannot be taken down any further, the bead board ceiling must be wood strips and not plywood panels, the new weatherboard siding must match the profile of the original siding [underneath the asbestos shingles], and the front gable is to have a round sawn work attic vent.
