Staff Recommendation

Approval for addition of deck w/french door access, window replacement and garage door repair or replacement w/salvage or new to simulate. Repoint brick/replace siding only as necessary to repair deterioration. Add storm windows and curb cut.

Deck
Add a wooden deck in the southwest corner of the house. The deck will be on level with the living quarters of the house, and will not extend past either the southernmost wall or the westernmost wall of the house. This area of the house is hard to see from the sidewalk or even the alley. See attached photos and renderings.

Doors
The garage doors have been repaired with brackets and hinges, but are no longer in a condition where additional repair is possible. Replace with an automatic metal garage door that mimics the carriage house style while providing a more secure, energy efficient, convenient access to the house. Wooden french doors would be added to access the new deck. See drawings.

Windows
The area above the garage was an old porch that got enclosed at some point using various window styles. The old windows will be taken out and new wooden windows that match the style of the main house will be installed. See drawings.

Curb Cut
The garage has two concrete tracks between the sidewalk and the house, but not a curb cut to the street. Add a curb cut and pavers in the median between the sidewalk and the street. Retain grass strip between tracks.

Siding
There is one board that has fallen off the northwest side of the house. That would be repaired, as well as siding added to any areas of the back room where windows are taken out but not replaced with new windows.

Storm windows
The storm windows are unpainted aluminum and are all missing either screens or panes. These would be removed and new storms, painted to complement the cream-colored trim on the front porch, would be installed.

Brick Masonry
Repoint foundation /chimney as needed.

One-story frame with weatherboard. Hip roof with lower cross gables asphalt shingle, and sawn wood attic vents and bargeboards. Double-hung 1/1 windows. One-story two-bay front porch with ionic capitaled columns. Two interior offset chimneys with chimney pots. Cast concrete block foundation. Irregular plan. The applicant would like to receive approval for 3 options for the existing garage door opening as follows:
1) Repair and reinforce existing originals if feasible.
2) Replace with new door as specified in application, faced with wood.
3) Replace with salvaged and retrofitted door to match original as closely as possible.

STAFF FINDINGS
1. The rear addition is not original and it as well as its features such as casement windows does not contribute to the hisoric integrity of the house. The two proposed double-hung 1/1 wood windows are in keeping with the character of those on the rest of the house.

2. The proposed wooden deck will be tucked into an inset corner, created by the addition, on the SW side of the house. Therefore, it will not be prominently visible and will not destroy historic fabric. The proposed wooden full-light french doors to access the deck are appropriate for the rear of the house.

3. The proposed replacement garage doors, if faced with wood, are in keeping with the character of the existing doors and the house.

4. A curb cut off Cornelia at the existing driveway which leads to the garage door would be appropriatelly located. The existing grass median strip in the driveway should be maintained.

2. The design of features like garage doors that face the street shall mimic carriage house doors form an era consistent with the primary building on the lot.

4. Materials used in constructing accessory buiildngs may ony use materials and design characteristics selected from the following list: . . .garage doors appearing to be carriage doors or plank doors with
x-bracing or perimeter reinforcing patterns.

WINDOWS p. 15
2. If replacement windows are necessary, they shall be the same overall size as the originals, with the same pane division and the same muntin depth, width and profile. They shall be the same materials as the original
windows, which were generally wood.

5. It can be appropriate to design and install additional windows on the rear or another secondary elevation. The design must be compatible with the overall design of the building.

7. Storm windows can be allowed as a way to increase the energy savings of a historic house. Interior storms should be considered. Exterior storms can be appropriate, if they are designed so their meeting rail duplicates that of the original window, and if they are wood or color clad metal, matching the building's trim. Exterior storm windows shall not be used unless they do not damage or obscure the original window and frames.

1. Locate exterior additions at the rear of or on an inconspicuous side of a historic building . . . Using appropriate proportions.

2. Additions shall be designed so that they can be removed without destroying the form of the historic building.

3. Do not cause a loss of historic character through a new addition.

3. Replacement siding must duplicate the original. Trim and patterned shingles that must be replaced must also duplicate the original material.

4. New construction must incorporate corner and trim boards and appropriate door and window trim to be compatible with adjacent historic buildings.

5. Wooden features shall be repaired by patching, piecing-in, or otherwise reinforcingthe wood. Repair may also include limited replacement with matching or compatible substitute materials, when elements remain and can be copied.

PAVING MATERIALS p. 30
"Asphalt and gravel are unacceptable materials for driveway pavement and walkways, and residents installing driveways should consider retaining or reinstuting a grass strip separating the two paved concrete treads."

SECRETARY OF INTERIORS STANDARDS:
5. Distinctive features, finishes and construction techniques or examples of craftsmanship that characterize a property shall be preserved.

6.Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old design, color, texture, and other visual qualities and, where possible, materials. Replacement or missing features shall be substantiated by documentary, physical or pictorial evidence.

10. Wherever possible, new additions or alterations to structure shall be done in such a manner that if such
additions or alterations were to be removed in the future, the essential form and integrity of the
structure would not be impaired.
