APPROVE replacement of aluminum siding with fiber cement board to match orginal siding and preserving window and door surrounds. Approve repair of roof shingles and replace aluminum shutters with wood shutters.

Replacement/Repair resulting from April 27, 2011 hail storm

Remove aluminum siding that was installed in 1973 to cover asbestos shingles installed in 1945 which covers the original wood siding. The asbestos shingles are left intact. Install fiber cement board that is the same exposure as original siding. Remove and replace shingled roof in-kind. Replace damaged aluminum shutters with louvered wood shutters of the appropriate dimension for the windows.

Given damage by the 4/2011 hail storm, the owner found it necessary to replace the existing aluminum siding on their home and repair roof shingles. The Village of Concord Design Guidelines indicate the use of artificial siding is discouraged, but not prohibited. When the guidelines were written, they were referring to aluminum and vinyl siding. The application of fiber cement board iover asbestos shingles in this case followed the removal of aluminum siding and has not resulted in the concealment or removal of original decorative
The new siding matches the dimensions of the original wood siding. Members of the Village of Concord Neighborhood Association have reviewed this application.

Siding guidelines for Concord are as follows:

2. If replacement of original features is necessary, the new materials should match the old in size, placement, and design, including not just wood siding, but also wood or asphalt shingles.
4. The removal of synthetic sidings such as aluminum, asbestos, and vinyl and the restoration of the
original wood siding is encouraged.
5. The application of synthetic or substitute materials such as vinyl or aluminum over original wood
siding is not appropriate. Their use is discouraged, but not prohibited. To be approved, the application of these materials must not result in the concealment or removal of original decorativedetailing or trim, including window surrounds. Synthetic siding materials should match the dimensions of the original wood siding as closely as possible.

Secretary of Interior Standards:

6. Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials.detailing or trim, including window surrounds.
