2-F-19-HZ

Windows: Windows installed within new walls and openings will be with vinyl 1/1 windows with no muntins. Windows will be recessed with angled sills. Casement window to be 36x42 in basement level of center section on projecting bay on east side. Window opening on west elevation projection in kitchen to retain size and configuration of original twin set of windows. STAFF LEVEL REV. post 10/22/19 City Council appeal of BZA: window alignment to reflect elevation drawings sub. 10/30/2019. Addition section to contain four symmetrical windows on east elevation, three on rear (north elevation),and two on west elevation. Egress windows in gable fields per 6-T-19-HZ COA.

Siding: Vinyl siding to be replaced with fiber cement board siding in 5-inch exposure, smooth (not wood-grained).

Porch: Install tongue-and-groove wood flooring. Repair the brick piers and foundation as needed using original bricks. If a reconstruction of the brick piers and/or porch foundation is deemed necessary by Plans Review and Inspections staff within the City Development Services Department, then Historic Preservation Planning staff must approve the replacement brick. The battered wooden posts may be reconstructed utilizing wood and must match the originals in the size and design.

Foundation: New foundation to have a smooth stucco finish. Reconstuct front porch foundation if required by City Development Services Dept. reusing original bricks.
Rear Addition: STAFF LEVEL REV. post 10/22/19 City Council appeal of BZA: Reconstruct rear addition in phases, with the wall on the west and north sides being setback as required by City Plans Review and Building Inspections. The west and north walls of the reconstructed addition on the rear of the house are to be relocated in order to meet building code. The front side of the addition facing Forest Avenue is required to have two double-hung windows on the second level and two double-hung windows on the first elevation. The north (rear) addition of the house will have three operable double-hung sash windows to reflect size and placement of other 1/1 windows. Due to setback constraints, two doors to access separate apartments to be installed on basement level of east wall, equally spaced, topped by a small, low-profile shed roof portico.

Install handicap ramp with wooden floor boards and simple black metal hand/guard rail on rear of house with a landing at the public sidewalk on the side street (N. 3rd Avenue) of the corner lot. The original stones at the existing retaining wall are uneven and the dimensions may need to be slightly altered to work with the height of relocated retaining wall. The proposal was approved with the following conditions:
1) every effort shall be made to utilize the original stones for the steps and retaining wall.

After-th-fact review of the construction of a two-story shed-roofed structure at 16-24 feet high and 43 feet long with roof sheathed in corrugated metal with enclosed soffit (~10 inches thick). The structure will be sheathed in stucco and situated approximately 80 feet back from the front parapet façade of the building. Visibility of the structure ranges from approximately 3 feet to 4 feet when standing against the opposite (west) façades of Market Square. The range of visibility reduces to approximately one foot when standing at the edge of the sidewalk café at 15 Market Square. Conditions for approval are: 1) lowering the arches so as not to be visible from the ground in Market Square, with the openings being lowered by a height equal to that of the elliptical arch (with dimensioned drawings submitted to staff for approval) and 2) the addition being painted a neutral color in order to blend with the surroundings.
