8-B-18-HZ Approved with Conditions

Paint faux-grained fiber cement board siding on detached garage as a mitigation measure only for the zoning violation to include 1) triple-thick, high-build primer or equal; and 2) at least two additional coats of low sheen paint to sufficiently hide the faux-wood grain texture to match sample treatment provided on the alley-facing side of the garage.

Relocate house from 1810 Highland Avenue to vacant lot at 1717 Laurel Avenue. The front porch including the roof will be removed to facilitate the move. Reconstruction of removed or previously missing elements, including the front porch, will be reviewed as a Level II at a later date. The new foundation will be constructed of cinder block and faced with the original bricks prioritizing the most visible foundation faces on front and west side of house. Remainder of exposed foundation to have a smooth-finish stucco top coat. The height of the foundation above existing grade will be approximately 1' to 1.5' on the west side and 6' to 10' for east side. The front of the house will be aligned with the front of the adjacent west house at 1723 Laurel Avenue. The house measures approximately 33' wide by 53' deep and with side setbacks to be ~7' off of the east side and ~11' off the west side.

Construct two-story frame addition on rear of house that follows the footprint of original back portion of house that was demolished due to fire, and extends an additional 12 feet rearward as a one-story . The new construction includes a one-story hipped-roof corner porch on the west side. Roof pitch of cross gable of rear addition is to match that of the original house. The addition will be sheathed in wood siding and roof will be sheathed in asphalt shingles to match existing. Install wood double-hung 2/2 simulated-divided-light windows with 4-inch casing. Rear door to be wooden half-light with panels below. Rear porch and step balustrade to back yard to have 2x2 square balusters. Foundation of the addition to be smooth-finish stucco. West side of addition to be offset by 18 inches from the existing house. East side to have no offset, but to have a vertical wooden trim piece at the corner of the original block where it meets the addition to delineate the old from the new.

REVISED11/8/18 - Install round wooden porch columns, 2x2 square porch 30-inch balustrade and wood tongue-and-groove flooring
- Install louvered window shutters and hardware on 2 front-facing windows visible from Luttrell Street
- Remove existing non-original front door and replace it to match the existing historic sidelight configuration utilizing clear, beveled glass (rev. 11/9/18)
- Remove 2nd front door which is not original
- Install two 1/1 wooden double-hung windows in their original size and configuration to match existing (a double window on the north, an enlarged window on the south)
- Install/repair gutters as needed
-Repoint masonry as needed according to Secretary of Interiors Standards
