The applicant is completing a total building rehabilitation, which will include an apartment on the 4th floor and roof access for upper story apartments. Building codes (and safety considerations) will require a parapet railing to prevent accidents. The design of the railing will be visible from street level, but has been designed as a simple and not an obvious design feature.
