Mr. Vaughen received a Certificate of Appropriateness No. 102799EDG two years ago; the work items covered by that Certificate involved constructing a new basement and constructing a rear addition. Since that time, the applicant has nearly completed the new basement/full height foundation. The house has been jacked up, with new foundation built under it, and the house lowered on that foundation. Plastic sheeting can still be found around the exterior basement wall because there are minor details that remain to be completed, but the foundation work is primarily complete. In that time, Mr. Vaughen has considered further his proposed design for the rear façade, and has determined that the current design is more appropriate for the house's existing architecture, and better addresses design issues on the interior of the structure. Because the rear design has changed, and because the earlier Certificate will expire in a few months, Mr. Vaughen has elected to reappear before you to explain those modifications and request a new Certificate.
