Approve per submitted drawings w/condition that front/rear half-lite doors shall have no muntins, new east window to be 1/1 and new west window to be framed sim. to front gable window. Porch balusters to be of a sawn wood design approved by staff.

LEVEL I
Roof repair with shingles in-kind, repoint and repaint brick foundation, add wood siding to rear addition and replace damaged siding on rear, repair original windows, install and screen HVAC in rear.

LEVEL II
1) Replace non-original front porch balustrade with wood sawn balusters and molded top rail.

2) Replace late-added front and rear doors with wood half-lite doors with panels below.

3) Add two new small wood-framed windows within each 2nd-level gable end. Window on west side to be single-lite, non-operable to match size of existing louvered vent to be retained. Window on east end to be double-hung, 24.4" by 36.5"

4) Replace concrete front porch steps and add handrails.

One-story frame with weatherboarding. Cross-gabled roof with asphalt roof covering and partial conrice returns. Two-over-two double-hung windows. One-story two-bay front porch with square incised wood columns with Doric capitals and sawn wood balustrade. Brick foundation. Irregular plan. ©


STAFF FINDINGS

1) The 1986 survey file description of the house states that the porch had a sawn balustrade. Therefore, staff believes it would be appropriate to add back a sawn balustrade at an appropriate height.

2) The proposed new window opening on the west side will not be highly visible since it will be behind the existing lower roof pitch of the front portion of the house. It will not be larger in size than the adjacent existing louvered vent to be retained, and will be non-operable like the existing front-gable window. The window framing should be similar to that of the front-gable window.

3) The existing front and rear doors are inappropriate late-added doors. The proposed half-light doors with panels below are appropriate in style as long as the muntins are eliminated from the upper light.

4) The existing front porch steps are concrete. The original steps were likely wood. Therefore, replacement with either material would be appropriate.

5. It can be appropriate to design and install additional windows on the rear or another
secondary elevation. The design must be compatible with the overall design of the building.

2. Design elements to be incorporated in any new porch design must include tongue and groove wood floors, beadboard ceilings, wood posts and/or columns and sawn and turned wood trim when appropriate. If balustrades are required, they must be designed with spindles set into the top and bottom rails.

4. A replacement entrance shall not create a false historic appearance. A new entrance or porch
must be compatible in size, scale, or material.
6. Service (rear) entrances may not be altered to make them appear to be formal entrances by adding paneled doors, fanlights, transoms or sidelights.
7. Secondary entrances must be compatible with the original in size, scale and materials, but clearly secondary in importance.
8. Determine if a storm door will be instrumental to saving energy. If a storm door is used, it must have a color-clad frame and a full view glass, or be designed to respect the original entry door.

3. Replacement siding must duplicate the original. Trim and patterned shingles that must be replaced must also duplicate the original material.

2. The distinguishing original qualities or character of a building, structure, or site and its environmental
shall not be destroyed. The removal or alteration of any historic material or distinctive architectural
features should be avoided when possible.
3. All buildings, structures, and sites shall be recognized as products of their own time. Alterations that
have no historical basis and which seek to create an earlier appearance shall be discouraged.
5. Distinctive features, finishes and construction techniques or examples of craftsmanship that characterize a property shall be preserved.
6.Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old design, color, texture, and other visual qualities and, where possible, materials. Replacement or missing features shall be substantiated by documentary, physical or pictorial evidence.
