Staff Recommendation

Approve new rear porch deck with shed roof as indicated by work description and submitted drawings. Any needed deck or stair rails to be approved by staff.

Install new wood deck projecting 12 feet beyond an existing rear addition. Deck flooring to be of 1x6 treated lumber running parallel to the house. Install two sets of full-light wood-framed doors, add wood siding to rear of house where it has been removed. Extend shed roof of existing rear addition across the entire rear elevation at same pitch to create roof over a portion of the deck. Support extended roof with battered square wooden columns. Roof to have asphalt shingles to match existing. The two steps (treated lumber with enclosed risers) to the deck will surround the perimeter of the deck. Repair/replace siding on rest of house as needed.

Two-story frame with weatherboard siding. Hip roof with lower cross gables, asphalt shingle roof covering, imbricated shingles on front gable. Projecting triangular pediment at top of front gable supported by brackets. Two-over-two double-hung windows. One-story two-thirds porch with turned wood columns with sawn brackets. Two brick chimneys, one interior end and one interior offset. Brick foundation. Irregular plan. Two-story projecting bay with patterned window.


STAFF FINDINGS
1) The proposed porch deck will be located on the rear and will not be highly visible from the right-of-way. A slight portion will be visible on the SE side.

2) The proposed shed roof pitch of the porch will align with the roof pitch of the existing later rear addition.

3) The proposed wood materials are in keeping with the existing constuction.

4) Although the proposed battered columns are not of the Queen Anne style as is the house, they allude to a later era and help to distiguish the new structure from the original structure.

5) The proposed pairs of wood full-light doors are in keeping with the character of the rear of the house. One set of doors will be installed in the late-added addition and their installation will not destroy significant historic material.

6) The porch deck at no point is to be higher than 30 inches, so no railing is anticipated to be needed.

FOURTH AND GILL DESIGN GUIDELINES (to be entered into the record in their entirety)
NEW ADDITIONS: Recommendations
1. Locate attached exterior additions on an inconspicuous side of a historic building, limiting the size and scale in relationship to the historic building.

2. Design new additions in a manner that makes clear what is historic and what is new.

3. Consider the attached exterior addition both in terms of the new use and the appearance of other buildings in the Historic district.Design for the new work may be contemporary or may reference design motifs from the historic buildings.

4. Place new additions on non-character-defining elevations, and limit the size and scale in relationship to the historic building.

7. New work should not appear to be as old as the historic building. Do not duplicate the exact form, material, style, and detailing in the new addition.

8. New additions should not cause ar loss of historic character, including the historic building's design, materials, workmanship, location, or setting.

ENTRANCES: Recommendations
2. It may be appropriate to design or construct a new entrance if the historic one is missing. Any restoration should be based on historical, pictorial and physical documentation and should be compatible with the historic character of the building and with adjacent buildings. It should not create a false
historic appearance.

3. Service (rear or side) entrances should not be altered to make them appear to be formal entrances by adding paneled doors, fanlights or sidelights.

4. Secondary entrances should be compatible with the originals in size, scale or materials but should not give the appearance of a primary entrance.

SECRETARY OF INTERIORS STANDARDS (entered into the record in their entirety)
6.Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old design, color, texture, and other visual qualities and, where possible, materials.

10. Wherever possible, new additions or alterations to structure shall be done in such a manner that if such additions or alterations were to be removed in the future, the essential form and integrity of the structure would not be impaired.
