Staff Recommendation

Approve installation of wood porch and step balustrade at 36-inches high with 2x2 square balusters as per submitted drawings.

Porch elements

Install 36"-high front porch balustrade as required by City Building Code. Wooden construction, square balusters and molded handrail, painted white. Include intermediate railing between 25"-29" high with intermittent supports. Side ties fitted to existing columns.

Queen Anne Free Classic (c. 1900)

One-story frame with wood lap siding. Hip roof with lower cross gables and asphalt shingle roof covering. One story three-quarter front porch with fluted round columns with Ionic capitals. Brick foundation. Irregular plan. Recessed transom and sidelights at front entry. Projecting bay on south elevation.


STAFF FINDINGS

1) The square-baluster design is appropriate for the Queen Anne Free Classic-style of the house. The balusters are proposed to be set into the top and bottom rails.

2) The proposed wooden material complies with the ONK design guideslines.

3) The balstrade has been designed to incorporate an intermediate top rail at a height appropriate for historic handrails, with a top rail at code height. This design reduces the apparent height of the overall balustrade.

4) The balustrade has been designed such that if it were removed in the future, there would be minimal damage to historic material.

C. PORCHES
1. Repair porches on historic houses using wood floors, balustrades, posts and columns, or replace duplicating the original size and design. Reconstruction of the documented original porch is also appropriate.

2. Design elements to be incorporated in any new porch design must include tongue and groove wood floors, beadboard ceilings, wood posts and/or columns and sawn and turned wood trim when appropriate. If
balustrades are required, they must be designed with spindles set into the top and bottom rails.

SECRETARY OF INTERIOR'S STANDARDS

10. Wherever possible, new additions or alterations to structure shall be done in such a manner that if such additions or alterations were to be removed in the future, the essential form and integrity of the structure would not be impaired.
