Staff Recommendation

Approval to add wood frame 3/1 true-divided light double-hung window on south wall of rear addition. Renew 4-15-08 COA to reconstruct porch to match original, complete siding, replace east french door and sidelight, and repair central door assembly.


Applicant Request

Level II. Replacement/repair

1) Renew April 15th, 2008 COA to complete repair of fire-damaged structure and coverings including replacing siding with beveled corners to duplicate existing; rebuild front porch using existing footprint, columns, and floor, with exposed 2"x4" rafters, beadboard or tongue and groove 4" ceiling boards (not plywood), and 4x4 or 6x6 roof beams and trusses; replace French door and sidelights on east side of north elevation; repair central window assembly. Remaining aspects of the 2008 COA have been completed.

2) Modify 2008 COA application request to leave out formerly proposed single double-hung window on the east elevation toward the furthermost rear of the house. Add salvaged wood frame 3/1 true-divided-light twin double-hung windows on south wall of new rear addition currently being constructed. (The window would be salvaged from another property.)

One-story frame with weatherboard wall covering. Side-gable roof with exposed rafters, asphalt shingle covering, and front-facing open gable on front porch. Double-hung one-over-one and three over-one-windows, ten-light French windows and five-light sidelights. High front-gabled porch roof, graduated square brick columns and piers, and flanking unroofed extensions on brick foundation. Interior central brick chimney. Extensive fire damage to east half of house.


STAFF FINDINGS
1) In December 2010, the HZC denied the applicant's request to REDSIGN and rebuild the front porch lowering the roof pitch and expanding the eaves. The other work projects in the 2010 application have been completed as approved.

2) In April 15, 2008, the HZC had approved the applicant's request to reconstruct the front porch to match the original. The applicant has proceeded with this approval. However, this COA has expired, and the applicant has applied to renew the COA to allow continuation and completion of the reconstruction of the front porch, complete siding installation, replace french door and sidelight on east end of front facade, and repair central door assembly.

3) The 2008 proposal appoved work on the front façade that replicates the original design and details.

4) The proposed wood frame 3/1 double-hung windows for the south wall of the rear addition is in keeping with the character and Craftsman style of the house and will enhance an otherwise blank wall.

5) No historic material will be destroyed with the installation given that the façade to receive the window is new construction.

6) Leaving out the proposed window on the furthermost rear of the east side elevation will not impact the character of the house since this newly constructed area is not highly visible from the street.

FOURTH AND GILL DESIGN GUIDELINES
Windows recommendations:

1. Vinyl and aluminum replacement windows should not be used.

4. If replacement windows are necessary, they should be the same overall size as the originals, with the same pane division, and the same muntin style and exterior depth, width and profile. False muntins or grids should not be used.

7. It can be appropriate to design and install additional windows on the rear of another secondary elevation. The designs should be compatible with the overall design of the building.

Porch Recommendations:

1. Repair porches on historic houses using wood floors, balustrades, posts and columns, or replace duplicating the original size and design. Reconstruction of the documented original porch is also appropriate.
