Approval to construct one-and 1/2-story frame Craftsman-style house as per submitted work description, drawings and specifications.


Applicant Request

Level III. New construction of primary building(s) or deviation from guidelines

The infill house is proposed be constructed in the Craftsman style with one and 1/2- stories and a finished-out basement level for a total of 4200 square feet. It will have a brick foundation and wood lap siding, shingles, and trim on the upper level. The roof is pitched at 5:12 with the ridge parallel to the street and will have 3-foot projecting eaves with exposed rafter tails and beadboard soffits. Along the side gable eaves will be large wooden brackets supporting the overhang. The porch will have tapered brick piers with concrete caps. On each pier there will be a grouping of four wooden columns supporting a large wooden porch beam. The porch floor will be tongue-and-groove wooden boards with a brick threshold and low brick bench walls between the piers. The windows will be wood double-hung one-over-one with 1x4 and 1x6 trim. The front door will be wooden one-light with inset horizontal panels on the lower half.

FINDINGS:
1. The proposed house is designed in the Craftsman style with a porch and other features that are consistent with early 20th-century bungalows found along the street and elsewhere in the district.
2. The proposed materials of wood siding and asphalt shingles are consistent with adjacent early 20th-century bungalows and others found along the street and elsewhere in the district.
3. The proposed height and width is typical of other early 20th-century bungalows found along the street and elsewhere in the district.
4. There are other bungalows on the street that have low foundations and one step up to the front porch. The low brick wall will allude to a brick foundation. Houses on Oklahoma with low or slab foundations include those on each side of the proposed construction at 306 and 318, and also 248 and 322.
5. The size, proportion, massing and scale of the proposed house is consistent with houses found along the street.
6. The Sanborn Maps indicate a historically consistent setback historically along the streetscape.
7. The setbacks are consistent with those adjacent and those found along the streetscape.

OLD NORTH KNOX GUIDELINES FOR NEW CONSTRUCTION
G.Width of Houses and Lots - Recommendations:
1. Maintain the historic facade lines of streetscapes by locating
the front walls of new buildings in the same plane as the facades
of adjacent buildings.
2. Avoid placing buildings at odd angles to the street.
4. Side yard setbacks for new buildings shall be consistent with those
of existing historic buildings so that gaps are not left in the streetscape.

H. Scale and Massing - Recommendations:
1. Relate the size and proportions of new structures to the scale of
adjacent buildings.
2. Break up uninteresting boxlike forms into smaller, varied
masses like those found on existing buildings by the use of bays,
extended front porches, and roof shapes.
3. New buildings should be designed with a mix of wall areas
with door and window elements in the facade like those found
on existing buildings.
5. Roof shapes must relate to existing buildings as must roof coverings.

I. Height of Foundations and Stories - Recommendations:
1. Avoid new construction that varies in height, so that new
buildings are equal to the average height of existing buildings.
2. The foundation height of new buildings shall duplicate thatof adjacent
buildings, or be an average of adjacent building foundation heights.
3. The eave lines of new buildings should conform to
those of adjacent properties.

J. Materials - Recommendations:
1. The materials used for new buildings should be consistent with
materials already found buildings on the street.

K. Features - Recommendations:
1. Design new buildings with a strong sense of entry.

2. Use front porches in new designs and make the size of those
porches useable for sitting. New porches shall be at least 8 feet deep,
shall contain columns and balustrades that introduce architectural
diversity, and shall extend across more than half the front façade.
