New units will be constructed in two prototypes, both of which are consistent in detail with other neighborhood structures. Both prototypes will use Hardiplank siding to resemble weatherboard, one over one double hung windows, corner boards and window trim, hip roofs with lower cross gables and fiberglass shingles, and brick foundations. In massing and design they are sympathetic to the housing stock in Fourth & Gill.


The units to be constructed on this site set a model for Knoxville in several respects. In design, they are appropriate for a late 19th century neighborhood. The massing of the plans is consistent with the large late 19th and early 20th century units in the neighborhood; that massing is possible because the units are rowhouses. Their use of materials and exterior details is appropriate for an historic neighborhood. They will form an edge for the historic district along part of its western boundary, and provided needed infill for a central city neighborhood.
