Staff Recommendation

Approval of a one-story side-gabled addition on the northwest side of an existing rear addition as indicated in work description, with the condition that the new projection is reduced from 8 feet to 6 feet.


Applicant Request

Level II. Replacement/repair

Construct addition on northwest side of earlier rear house addition to enlarge existing bathroom/laundry addition. The current addition size is 8 ft x 9 ft. Extend the addition westward by 8 feet making it 16 ft long by 9 ft wide. The roof pitch and material will match the asphalt shingle roof on the existing addition. Siding will be vinyl siding to match existing on addition and house. Install 1/1 vinyl double-hung window on front and one on the end. The windows will match the vinyl double-hung 34" by 56" on the main house. The foundation will be concrete block parged with stucco to match existing on the addition and the house. The edge of the roof is proposed to be 10 feet off the ground with an 8/12 pitch.

Two-story frame building with aluminum siding wall covering. Side-gable roof with pantile roof covering. Foundation of brick, stone, masonry and cement block. Two-over- two double-hung windows. Boxed cornice with returns. Plain frieze. Recessed transom and sidelights with blue leaded glass. Ionic front porch columns on one story full front porch. Rear and side wrap around porch. Two brick corbelled interior chimneys.


The applicant will need to confirm that a minimum overhang of at least eight inches will be used on the additions to the existing structure, as indicated in the design guidelines.

STAFF FINDINGS

1) There is an existing non-contributing 8' x 9', one-story, side-gabled addition projecting on the northwest side of an earlier rear additoin, with the 8'-length facing the street.

2) Staff believes that a one-story, 16-foot projection on the side of the house would be out of proportion and scale with the historic main block of the house and that extent of projection would further the non-contributing nature of the addition. Staff believes that six additional feet is the most that the projecting addition can be extended without compromising and distracting from the view of the house from the front.

3) Vinyl siding exists on the house and the addition. According to the design guidelines, synthetic siding is discouraged but not prohibited. The application of the vinyl does not result in the concealment or removal of original decorative detailing or trim, including window surrounds.

4) Vinyl windows exist in the house and the house and nonhistoric addition are sided in vinyl; therefore, the addition is proposed to be vinyl sided and the 1/1 double-hung windows are proposed be vinyl-clad.




CONCORD VILLAGE DESIGN GUIDELINES (selected) (the guidelines are applicable in there entirety)

ROOFS
1. The shape and pitch of roofs on new construction shall imitate the shape and pitch of roofs on neighboring existing houses or other houses of the same architectural style.

2. The eaves on additions or new buildings shall have an overhang that mimics the original eaves. A
minimum overhang of at least eight inches shall be used on new buildings or additions to existing buildings.

4. Materials used in roofing existing buildings or new construction shall duplicate the original roofing materials as much as possible. Asphalt or fiberglass shingles can be appropriate. The color of roofing materials should be a dark green, charcoal gray or black or dark reddish brown, to simulate the original.

WINDOWS
Windows are a very important architectural element in the historic district's buildings, helping to define
each building's character. They are usually wooden and are hung so that both the bottom and the top
sash can open (double hung).

6. It can be appropriate to design and install additional windows on the rear or another secondary
elevation. The designs should be compatible with the overall design of other windows in the building.

SIDING
4. The removal of synthetic sidings such as aluminum, asbestos, and vinyl and the restoration of the
original wood siding is encouraged.

5. The application of synthetic or substitute materials such as vinyl or aluminum over original wood
siding is not appropriate. Their use is discouraged, but not prohibited. To be approved, the
application of these materials must not result in the concealment or removal of original decorative
detailing or trim, including window surrounds. Synthetic siding materials should match the
dimensions of the original wood siding as closely as possible. Care should be taken to have the
synthetic sidings vented on 12-inch centers. Also, please be aware that the application of synthetic
sidings goes against Federal standards and would disqualify a project for any Federal tax credits.


SECRETARY OF INTERIORS STANDARDS (The standards apply in their entirety)
These guidelines are based on the Secretary of Interior's Standards for Rehabilitating Historic Buildings. The
Standards, which are itemized below, are also used to determine if a project is eligible for Federal tax incentives.

2. The distinguishing original qualities or character of a building, structure, or site and its environmental shall not be destroyed. The removal or alteration of any historic material or distinctive architectural features should be avoided when possible.

5. Distinctive stylistic features or examples of skilled craftsmanship which characterize a building, structure, or site shall be treated with sensitivity..

10. Wherever possible, new additions or alterations to structure shall be done in such a manner that if such additions or alterations were to be removed in the future, the essential form and integrity of the structure would not be impaired.
