Staff Recommendation

Approval of demolishing the existing 1958 entrance and reconstructing it of block and brick veneer as indicated by submitted drawings. CONDITION: staff to approve entry door if not submitted to the HZC.

Level II. Replacement/repair/additions

Redesign and reconstruct entry vestibule of the annex added in 1958 to the 1928 Spanish Colonial Revival-style church building. Remove the existing entry vestibule and replace it with a slightly wider and deeper arched entry vestibule that aligns with the existing window opening above. Brick veneer to match existing yellow brick on building.

Spanish Colonial Revival (1928).

Calvary Evangelical Church. Two-story, five bay frame building with brick veneer wall covering. Fron-gable roof with asphalt roll roofing. Projecting three center bays with flanking flat roofed towers. Limestone foundation. Alternating window treatments of stained glass. Arches and arcades in center three bays of front facade. Corbelled brickwork on facade. Addition of concrete block with brick facade. Irregular plan. (C) Originally built
as Crichton Memorial Baptist Church.


The door for the entrance has not been chosen at the time of staff's report; therefore, if not presented to the Commission, staff recommends staff approval of the door when it is selected.


STAFF FINDINGS:
1. The 1958 annex to the 1928 church building is noncontributing due to its age.

2. Although the proposed entrance to the 1958 annex is more reflective of the 1928 building style, fhe annex itself is designed as a product of its own time and does not convey a false sense of history. Therefore, staff believes that the annex will retain enough of its more modern character even with the more traditional entry to distinguish it from the historic building.

3. Even though the 1958 annex is early enough to be designated, it is not considered to be historically significant and does not contribute to the period of significance of the Concord Village Historic District.

4. The proposed materials are appropriate given that they will match those existing on the building.

ENTRANCES
3. A replacement entrance shall not create a false historic appearance. A new entrance should be
compatible in size, scale, materials and color.




MASONRY
4. . . .A new masonry feature should be compatible in size, scale, material and color.

5. Mortar shall match the original mortar in color, composition, profile and depth. If necessary,
analyze the original mortar to determine the proportions of lime, sand and cement. A "scrub"
technique must not be used to repoint. The width or joint profile should not be changed unless
change will return it to its original appearance.


INFILL AND NEW DEVELOPMENT
Mimicking the existing or traditional roof shapes, pitches and materials on new
construction is one of the most effective ways to help new construction that is compatible with the
existing buildings.


SECRETARY OF INTERIORS STANDARDS
2. The distinguishing original qualities or character of a building, structure, or site and its environment
shall not be destroyed. The removal or alteration of any historic material or distinctive architectural
features should be avoided when possible.

3. All buildings, structures, and sites shall be recognized as products of their own time. Alterations
that have no historical basis and which seek to create an earlier appearance shall be discouraged.

4. Changes which may have taken place in the course of time are evidence of the history and
development of a building, structure, or site and its environment. These changes may have
acquired significance in their own right, and this significance shall be recognized and respected.
