Staff Recommendation

The Taylor House was substantially redesigned by Barber & McMurray in 1929. Applicant is proposing changes that will return the house to that 1929 design, and implement one provision in that plan.

II. Repair and replacement
Windows

1) Remove glass panels installed on screened porch. Replace with casement windows and bottom panels to infill the originally sized openings. 2) Remove a center window of the second story east/southeast elevation, as stipulated in the 1929 Barber plan. 3) Repair exterior shingles in kind. 4) Repair existing double hung windows. 5) Install gutters and downspouts if necessary.

Queen Anne with extensive Neoclassical influences (c.1900;1929)

Two story frame with shingled wall covering, applied quoins. Pyramidal hipped roof with asphalt shingles. One story ell on east elevation with pyramidal hipped roof forming glassed-in screened porch. Two story ell with quoins on west connects to one story extension with hipped roof and quoins, and breezeway connecting to two story garage and servants' quarters. Three bay front façade with front entry on western bay, an arched portico with a cornice, entablature and dentil molding supported by square pilasters with Doric capitals, six panel entry door with a four light transom. Twelve over twelve wood double hung windows. Bay window on east elevation. Two story enclosed sleeping porch on rear elevation with eight over eight double hung windows. Brick off center side chimney. Brick foundation. Irregular plan. (1929 Redesign executed by Charles Barber.)


In the 1929 design, the screened porch was finished with vertical posts framing inset panels at the bottom of each opening topped by screen wire panels with a vertical center separating strip. Applicant proposes to remove the glass and shingle panels installed 5-6 years ago, replacing them with duplicate wood panels and using casement or other windows above the wood panels that will replicate the 1929 screen wire dimensions. Applicant also proposes to remove a second story window on the southeast elevation, which was specified for removal in the 1929 plan, and which will not be visible from Kingston Pike.
