APPROVE demolition of structure. Community Development purchased the building hoping that a rehabilitation would be feasible. They intend to replace the structure with an appropriately designed building which the HZC will be asked to review.

Altered Queen Anne (c.1900)

Two story frame with weatherboard wall covering. Hip roof with lower cross gables, sawn wood shingles under gable, partial cornice returns, vertical paneling on front gable. Enclosed, stone veneered front porch. Recessed entry centered in unenclosed portion of porch with replacement aluminum columns. Double hung one over one and two over one windows with second story upper sash of windows in calmes patterned sashes. Chimneys removed. Brick foundation. Irregular plan. Exterior wood stair accessing upper story. Transom and sidelights at front entry.


The building was in deteriorated condition when the Edgewood-Park City overlay was put in place, and Community Development was in touch with the private owner negotiating ways to rehabilitate the building. However, the owner never completed a city process, nor did they undertake a private process. Later examination by the city established the fact that a rehabilitation was not feasible. I have toured the accessible portions of the building and concur with the recommendation for demolition. Many windows are missing, the roof has been leaking for several years, the enclosure of the front porch is poorly done, the raised brick foundation at the rear is settling and cracking, the floor, which is covered with debris, feels very spongy in some locations, and a chimney removed a number of years ago has allowed rainwater to penetrate the building. In addition, stair railings, mantels, and other architectural features have been removed either through a much earlier remodeling or recent strippings. I did not access the second story due to the deteriorated condition of the stairs and the removal of a portion of them and the damage to flooring and second story supports from years of water damage.
