APPROVE Certificate No. 33009SCN. The proposed landscaping plan is sensitive to the existing historic district and complements the design of 806 Scenic, an architecturally significant building even though it is not included in the NC-1 overlay.

The proposed landscape plan was discussed when the applicant received permission to demolish 814 Scenic, which was a non-contributing structure in the Scenic Drive NC-1 Overlay. The applicant's residence, which will be complemented by the garden, is located at 806 Scenic and is not part of the NC-1 Overlay.

A walkway and cobblestone court yard centered by a fountain will occupy the bulk of the space in the new garden. There will also be a wooden archway that connects the new garden with the existing home. The central courtyard area will be ringed by existing and newly installed landscaping and trees. The Commission should also note that applicant is proposing, in order to retain several mature trees on the lot of 806, to install a parking court that enters off Scenic. This parking court is not in the NC-1 overlay, but does carry out one of the primary objectives of the guidelines for the Scenic Drive overlay, which involve retaining mature trees and supplementing them with additional landscaping. Installing the parking court where it is proposed is specifically intended to avoid cutting mature trees that exist.
