Staff Recommendation

DENY installation of 3 vinyl-framed windows on 2nd level. Vinyl-clad windows are not allowed in the fire district. DENY installation of 3 aluminum-clad windows on 2nd level. The guidelines recommend wood window frames.

1) Replace 3 non-original 1/1 wooden windows w/ arched headers with 1/1 vinyl-clad triple-glazed windows on 2nd level. Apply wood trim to cover existing vinyl frames. (after-the-fact).

2) Replace 3 non-original 1/1 wooden windows w/ arched headers w/aluminum-clad triple-glazed 1/1 windows on 2nd level.

McDaniel Building. Two story brick with arched two over two second story windows, corbelled cornice. Duplicates 23 Market Square. Altered storefront.


STAFF FINDINGS
1) The three 2nd-level 1/1 vinyl-clad windows are currently installed; therefore, this application constitutes an after-the-fact review.

2) Vinyl-clad window are not permitted in the fire district (in which Market Square is included); therefore, the vinyl-clad windows cannot be approved by Builidng Inspections.

3) The new vinyl-clad triple-glazed windows were installed in the latter part of 2012 in an attempt to decrease noise and increase energy efficiency.

4) The newly proposed aluminum-clad window has the same profiles as wooden windows available from the manufacturer; however, the clad window does not show the brick moulding in the diagram.)

5) The three 2nd-level 1/1 wood windows that were replaced were custom wood windows installed c. 1981.

6) Photos from the 1999 survey file, attached to the end of this report, indicate that arched windows on the 2nd level of buildings in Market Square were typically double-hung and some of the early frames had relatively wide profiles.

7) The 6/6 double-hung windows shown in the 1999 survey file photo for 27 Market Square are not original. The windows were likely 1/1 or 2/2 double-hungs as indicated in the photos of other buildings on the Square.

8) The windows are prominently visible from Market Square public space.

9) The guidelines for storefronts, which are first-level, allow metal framing.

10) Staff observed 2 buildings with metal-framed upper-story windows which were installed prior to the H-1 being established.


MARKET SQUARE DESIGN GUIDELINES (These guidelines apply in their entirety.)
2. If upper-story windows have deteriorated and must be replaced, or have been removed in past
remodeling, replacement windows shall match the size and shape of the original window openings,
and shall be wood.

3. Storm windows may be used on upper-story windows, but should be painted or color clad to blend
with the color scheme of the building.

II. Existing Buildings
A. Storefront Design:
3. The color and texture of storefront materials shall be simple and unobtrusive, whether they are wood,
cast iron or anodized aluminum.

10. A storefront cornice shall be wood, cast iron, or sheet metal.


SECRETARY OF INTERIORS STANDARDS

6. Deteriorated architectural features shall be repaired rather than replaced, wherever possible. In the
event replacement is necessary, the new materials should match the material being replaced in
composition, design, color, texture, and other visual qualities. Repair or replacement of missing
architectural features should be based on accurate duplications of features, substantiated by historic,
physical, or pictorial evidence rather than on conjectural designs or the availability of different
architectural elements from other buildings or structures.
