Staff Recommendation

DENY modifications proposed to current front porch of building. APPROVE modifications to rear of building, which would improve on current appearance and provide more logical entry and use of interior space. DENY proposed parking landscaping.

1) Construct new rear addition, removing earlier additions and constructing new two story addition with rear porch. Footprint of original building approximately 1,500 sq. ft.; footprint of addition and new space approximately 180 sq. ft.. 2) Rework front porch to include second story entry, reusing existing columns if possible and adding first floor column brick plinths. The objective of redesigning the front porch is to provide a second story porch entry that is level with second story interior floor. The new level of the second story access porch will be approximately two feet taller than the existing first story porch roof, with a second story porch roof. 3) Remove chimneys, reusing brick in plinths and brick facing for rear addition foundation wall. 4) Install parking lot on vacant parcel at 1532 Forest Avenue.

Two story frame with wood lap siding. Hip roof with lower cross gables, hippped front facing dormer. One over one double hung windows with nine light vent in dormer. One story one-half front porch with second story balcony, fluted round columns, paired at first floor porch steps, with Doric capitals, sawn wood balustrade, inset patterned sections and square posts with inset panels on balcony rail. Full view front entry with transom and sidelights. Brick foundation. Paired foundation height brick piers at front entry. Irregular plan.


Design of existing front porch and second story balconies are historic features of the building; modifications to the front façade would alter the historic architecture of the building. An alternative to the proposed redesign of the front façade might be to install stair access to the second story on one side of the building, in an addition stepped back from the front building line and sympathetic to the current front porch design, or to provide interior access, so that the front façade's historic appearance is retained.

The proposed parking lot landscaping is not consistent with the design guidelines, which call for one native shade tree for every 50 feet of lot width, and also prvide for ornamental trees such as dogwoods or hybrid magnolias.
