Staff Recommendation

Staff recommends approval of Certificate 3-A-23-HZ, subject to the following conditions: 1) meeting all relevant aspects of the City sign code; 2) installation to not obstruct or damage decorative exterior elements.

Signs

New projecting sign. Rectangular multi-tenant sign will measure 42" wide by 65" tall (18.96 sq. ft.) overall, with four individual 12" tall by 42" wide rectangular aluminum panels for building tenants. The sign will be non-illuminated and project from the rightmost pilaster of the seven-bay storefront. The bottom of the sign will be 11'-6" above the ground level.

Three story, four bay, brick with limestone trim and sills, altered cornice has replaced elaborate pressed metal cornice. Pilasters dividing bays of upper stories. C. 1970 storefront. Metal casement windows.


1. 4 Market Square is a contributing resource to the Market Square National Register Historic District and local overlay.

2. 4 Market Square already has a building name sign (on the signboard area) and a projecting sign for the ground-floor tenant on the leftmost pilaster. The large building has multiple tenants in the upper floors. While the guidelines note that a storefront shall not have more than two signs, the name sign is an integral part of the building and the building has multiple storefronts.

3. Directory signs have been approved in Market Square in the past as an effective way to advertise multiple tenants without installing multiple individual signs (2-K-10-HZ). Each individual sign is 3.5 sq. ft., under the 4-6 sq. ft. per tenant recommended in the guidelines.

4. The sign is proposed to be installed on the decorative stucco element on the rightmost pilaster; the sign should be installed in a manner that does not damage or obstruct the building's decorative details.
