Replace existing small window on projecting bay on first story front elevation with 3' x 5' 1/1 double hung window; install two matching windows on second story front elevation; repair ongue and groove front porch floor in kind; install front porch balustrade with 2" x 2" sawn wood balusters inset into bottom rail on 4" spacing, repair side porch; repair rear stairs and porch and install awning on rear stairs; optional installation of shutters on front windows.

Two story frame with aluminum siding wall covering. Front gable roof with asphalt shingle covering, louvered attic vents, knee braces. One story full front porch with square wood columns, beadwork, spandrels and sawn wood balustrade. Projecting one story side bays. All fenestration altered to one over one windows. Stuccoed foundation. Irregular plan. Altered and converted to apartments. This house was originally designed by George Barber and illustrated in Cottage Souvenir No. 2, where is was noted as the home of J. C. White. Apparently, alterations were made in the early twentieth century, after a fire destroyed much of the second story, resulting in an alteration of the roof system and the introduction of knee braces and other features not typical of Barber designs. At some point before H-1 designation, the structure was altered again, with windows changed and artificial siding added. It is not known when the building was converted to apartments.


The architectural character of this building and the district could be better served by installing more appropriate windows and other features that would enable the house to blend better with others on the street. However, the provisions of the design guidelines cannot be retroactive, and as long as the size of the existing windows are not changed and the vinyl siding is not removed, the Commission is obligated to approve the proposals contained in the work write-up and application.
