The lot was the location of 1416 Clinch; the building was moved to the north side of Clinch and gravel was added to this lot, which has no landscaping or paving. Access to the lot is nearly 100% of the frontage on Clinch Avenue, because the curb is low.


This request deviates from the design guidelines. Access is provided from Clinch Avenue. Adoped Ft. Sanders Design Guidelines provide (pg.15) that parking access should occur off the alley or off a side street. Access is provided off the alley to the rear of the property, and a curb cut is also provided off Clinch; there is no access on James Agee. Landscaping on Clinch insures a reduction in the amount of access now available. Willow oaks will be installed on the James Agee and Clinch Avenue frontages. Applicant has volunteered to extend the willow oak plantings down Clinch Avenue east from the intersection with James Agee. This is not required by zoning or by historic guidelines, since the adjacent lots are not included in the NC-1 overlay. The installation of additional landscaping on Clinch Avenue will enhance this side of Clinch, helping it to blend better with the residences on the north side of the street.
