Staff Recommendation

APPROVE. Porch enclosure is transparent, does not alter balustrade, and is recessed to allow shadow line to interact with façade. Character of second story porch (balcony) is not altered.

Applicant Request

Other: enclosure of second story porch

Modify central window of front of enclosed porch by reducing depth of brick mold trim around window and chamfering it so that it appears less intrusive, by painting lower stool so it blends with shingles below window, and by "painting out" window sash so it receeds into overall plane of glass enclosure; side window modifications include only "painting out" the window stool and window sash.

E. W. Gillespie House. Colonial Revival (1899)

Two story frame with weatherboard wall covering. Front gable roof with asphalt shingle covering and Palladian window on front elevation. One story wrap around front and side porch with wood posts with Doric capitals on stuccoed brick piers. Interior central brick chimney. Brick foundation. Irregular plan. Recessed transom and sidelights at main front entry door, flush transom at second front entry. Balcony above first story porch with shingled balustrade.

Commission is asked to APPROVE Certificate No. 102502ONK. This porch enclosure has engendered neighborhood discussion over the past several years. Applicant did not originally apply for a Certificate, and application was received after the enclosure was complete. In September 2000 the Historic Zoning Commission denied the application for a Certificate because the double hung windows project from the plane of glass that consistutes the remainder of the enclosure. Mr. Eid has met with the applicants, and has proposed a design solution that will cause those windows to visually recede.
