APPROVE DEMOLITION OF 128-1/2 E. Scott, which is in extremely deteriorated condition. Retain garage, which is one of few authentic period garage/carriage houses remaining in neighborhood.

Two buildings are located on this lot.

1) 128 E. Scott. One story frame garage with board and batten wall covering. Gable roof with corrugated metal roof covering. Rectangular plan. Cross braced plank garage doors.

2) 128-1/2 E. Scott. One story frame converted garage or servants' quarters with weatherboard wall covering. Hip roof with asphalt roll roofing. Replacement windows and door. Rear shed roof extension. Rectangular plan.


The Commission considered this property several years ago, when an absentee owner attempted to install vinyl siding. The Commission refused the vinyl siding, to a flurry of publicity. (Both of the rear buildings are secondary buildings to a Victorian-era building that burned about 18 years ago.) The absentee owner sold the property to Mrs. Rosen, whose son Benjamin lived in Knoxville and managed her property. Mr. Rosen has done some work to the garage, including a new roof. He applied for a Certificate to work on the rear building, but that work was never accomplished. The buildings are now abandoned. The rear building is open and houses vagrants; the lot is unkempt. The neighborhood association has been contacted about the proposed demolition. Mr. Rosen no longer lives in Knoxville, and several other of his properties have become problems for Old North.
