A "denial without prejudice" will allow the applicant to reapply without observing a time limit imposed by the Commission's procedural rules, and will give time to adequately detail specific design elements. However, the Historic Zoning Commission should be aware that there are issues contained in the zoning ordinance and subdivision regulations; these issues will be addressed at MPC's monthly meeting on November 10, 1999.
