Staff Recommendation

Approval t relocate crawl space door to east side and fill rear porch gap with poured concrete top pad with parged concrete block foundation. Approval to install non-operable leaded/beveled clear glass window into existing west side window opening.

1.) Relocate crawlspace door from rear of house to east side of house toward the back.
2.) Fill gap created by concrete porch on the rear side of the house with concrete top pad and parged concrete block foundation.
3.) Install non-operable, decorative leaded/beveled clear glass into exsiting small west side window opening currently filled with clear glass.

Colonial Revival (c. 1910)

Two-story frame with weatherboard siding. Hip roof with hipped central front dormer with 3 double-hung one-over-one windows. One-story full hipped roof front porch with round wood columns with Ionic capitals, turned wood balustrade. Interior offset rear brick chimney. Concrete block foundation. Moved to current location from further east on 3rd at the time of I-40 construction.


STAFF FINDINGS
1) The existing original small wooden window frame on the west side is to be retained; however, removal of the existing glass is acceptable since it is not a character-defining feature.
2) The existing original small wooden window on the west side is not a prominent feature or highly visible.
3) Leaded/beveled glass designs were typical in Colonial Revival-era houses.
4) The existing concrete porch pad on the rear of the house is not an origninal or character-defining feature.
5) The concrete porch pad is only somewhat visible from the alley, as will be the proposed porch infill area.
6) The proposed parged concrete porch foundation will match the approved parged house foundation.
7) The view of the crawlspace door will be obscured by the previously approved HVAC units.

SECRETARY OF INTERIORS STANDARDS
9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment.

FOURTH AND GILL DESIGN GUIDELINES
Windows
The use of patterned glass is typical in Fourth and Gill. Transoms and sidelights, sometimes of patterned or stained glass, are often found at the entries. They were a way of admitting extra light into the entry halls.

Wooden features
5. Wood features that are important in defining the overall historic character of the building should not be removed.

Masonry
3. Use the remaining physical evidence to guide the new work, and match new to old.
