Construct one story commercial building according to plans dated 9/20/01, with stone wall cladding, flat roof, and Art Deco/Asian design details. Proposed infill will not exceed foot candles of site and building lighting at Cooker's Restaurant. Stone color will be grayish rather than tan. Roof color will be tan or beige rather than white or black. Plans reviewed by Commission were prepared by Will Robinson & Associates, entitled East Garden Restaurant, Major Reynolds Place, Knoxville, Tennessee and dated 9/20/01 and 10/03/01 (stamped and signed by William N. Robinson-#00101025).
The siting of the building, its design, height, size, and the landscaping and other site features appear to be acceptable. The proposed wall cladding material is a stone veneer, with ashlared stone. The applicant has specified that the stone will be in shades of gray with small amounts of tan, rather than a pinkish tan normally thought of as Crab Orchard stone. This color should blend with the brick used on the historic building, as well as with the two other previously constructed buildings on site. Following a meeting with the applicant on November 1, 2001, the Commission asked that he resubmit with the following modifications: Proposed infill will not exceed foot candles of lighting at Cooker's Restaurant; stone color will be grayish rather than tan; roof color will be tan or beige rather than white or black; rear elevation will be reworked to include some of stonework; parapet wall will be raised to disguish rooftop equipment. The amended submission from the applicant reflects those changes.
