Staff Recommendation

Repair of original materials and features in-kind is proposed where feasible. Replacment materials are proposed to match the original. The rear addition was heavily damage by fire and is not character-defining; therefore, modifications are approved.

Repair/Replace in-kind siding, columns and capitals, asphalt shingles, doors, windows, and chimney.
The chimney will be repaired utilizing tuckpointing if necessary as specified by the NPS Preservation Brief #2. Existing layers of roofing material (including that of the porch) will be replaced with 30-year dimensional asphalt shingles. Gutters and downspouts will be replaced with standard materials.All existing window openings will remain except for the replacment of one second-floor rear window with a door. Two of the porch column ionic capitals are broken and will be either repaired or replaced in-kind. The later-added front entry door and opening to the right of the original entry door will be eliminated and replaced with in-kind wood framing and siding. The rear addition will be modified by removing the partially remaining stair accessing the former second-floor apartment. The second-floor landing will be extended across the back of this portion of the house to create a balcony as is indicated in the submitted drawing. The railing and pickets are proposed to be.5-inch square black metal rails as the submitted photo indicates. Staff recommends that a simple wood balustrade and railing would be more appropriate. The window on the second floor above the rear shed-roof addition as well as the frame partition will be removed. The existing rear first- and second-floor door openings as well as the one on the first-floor north side will remain and will be filled with a door in-kind with those exising on the house. The pair of paneled doors on the rear ground floor are for access to storage from the outside storage and are proposed to remain. The mechanical HVAC outside units will be located on the north side of the house and will be screened.

(c. 1900). Two-story frame with weatherboard siding. Hip roof with hipped central front dormer with 3 double-hung one-over-one windows. One-story full hipped roof front porch with round wood columns with Ionic capitals, turned wood balustrade. Interior offset rear brick chimney. Concrete block foundation. Moved to current location from further east on 3rd at the time of I-40 construction.


The applicants' bid on the condemed house has been accepted by the Homemaker's Committee and their intent at this point is to obtain appproval for an in-kind restoration of the house, returning it to a single-family residence. They intend to return to the HZC or consult with staff as other restoration issues reveal themselves. Refinements such as exterior lighting, doors on the back and side of the house, etc. will be reviewed at a later date by staff or the HZC as appropriate.
