Market Square H-1:

Staff Recommendation

DENY WITHOUT PREJUDICE. The proposed entry has an acceptable design, but is accessed from a city owned parcel. The City Law Department is researching whether this is allowable. Without written affirmation, approval by the HZC is premature.

Applicant Request

Doors

Install new entry door on north side elevation.

Site Info

Vernacular Commercial (c.1925)

Vogue Building. Three story, two bay brick with simple terra cotta detailing, c. 1960 storefront. Metal casement windows. Inset terra cotta on pilasters dividing bays on second and third stories. Original pressed metal cornice with large brackets now missing from front façade.

The proposed side entry door will allow full use of the interior spaces in the building for residential purposes, and will make the rehabilitation of the building financially feasible. However, access would occur through the city-owned park and should be approved in writing by the City's Law Department; the Historic Zoning Commission should not approve the design until an opinion is received from the City Law Department.

The adopted Market Square Design Guidelines contain few specifications for side walls of buildings in the Market Square District, because for the most part, they are not exposed. The current application completes an alteration of the north façade of the building to insert windows and access, so that the upper stories of the building can be rehabilitated as residential space. The applicant intends to follow the Secretary of Interior's Standards for the rehabilitation of the building.

The plans for the #8 Market include a rehabilitation of the front façade, and the addition of windows on the north (side) elevation, as approved in Certificate No. 110703MKT.
