Northwest City Plan Set for Overhaul

Planners want to hear citizens' ideas about the future of the sector

A little more than a decade ago, MPC unveiled a citizen-guided plan for the Northwest City Sector, affecting considerable positive change, like a new campus for South College, the opening of regional Victor Ashe Park, extension of the Papermill Bluff Greenway, and road improvements along Western Avenue, Schaad Road, and Callahan Drive. With population growth, economic change, and upcoming development proposals, such as a new hospital on Middlebrook Pike, it's time once again to consider a future course for the Northwest City.

MPC has begun the process of updating the Northwest City Sector Plan and needs citizen involvement to guide the effort. Opportunities to participate are available at several stages of the planning program, with the first coming up later this month at a pair of public meetings:

We understand that not everyone is able to attend a public meeting. For those citizens who cannot join us in person, MPC has developed an online surveyto encourage as much community participation as possible.

Before you attend a meeting or take the survey, you can review the background reportwhich describes major changes in the sector since the plan was last updated in 2003. The report includes informative maps and data pertaining to the area's land use, parks, roads, civic centers, and public services.

Sector plans provide recommendations for land use, community facilities, and transportation systems across 12 geographic divisions of Knox County. They focus on applying goals from the Knoxville-Knox County General Plan 2033 to guide land use and development over a 15-year period. And for the near term, five-year capital improvements and implementation programs also are provided in each sector plan.
