I am writing regarding 2814 Tipton Station Road. I am aware that there is currently a rezoning request from Agricultural to Planned Residential. I am writing to dispute this request as a member of the Tipton Station community as a neighborhood of up to 5 units per acre would not fit this rural community. I greatly appreciate your consideration for preserving our community.

Vote no to rezone 2814 Tipton station 2814 Tipton Station across from Galyon Lane for the old Atlas Powder Farm / Alex Shubert property. This property needs to stay Agriculture since it matches the whole area (vote no to Planned Residential). This area does not need to be so densely populated. Traffic count needs to be retested over a longer period with schools in session.

Deny this rezoning! Keep some of the integrity of south Knoxville yall have already gentrified east Knoxville and have made everything unaffordable. Where you are trying to build these houses, I have grown up riding 4wheelers and running with my dogs through those woods for the past 26 years. This community doesn’t need any more expensive neighborhoods. You’re not doing this for the people who have grown up in Tennessee.

My grandparents who live on Tipton station and have lived there my whole life will be deeply affected by this number of houses being built essentially in their backyard. I’m afraid of the affect this will have on my elderly grandparents losing so much, so many memories. Also to do a traffic count during spring break when there’s not as much traffic isn’t right the count should be done during a regular day just like any other. Further more South Knoxville has one school system that cannot handle another 1200 or so students in the area area when they already struggle so much as it is to provide for the students that currently attend the high school middle school and elementary schools in the area. Please do what’s right and consider somewhere better equipped for a neighborhood of this size instead of forcing a community to take on something like this.

Tipton Station cannot handle that much traffic. I advise you all to do a traffic count NOT on spring break to show the correct numbers. this is ruining all of the land out there.

Please do not approve the requested rezoning on 2814 Tipton Station Road. The fact that the landowner would even request this density shows his disregard for our rural community. My family travels this road daily and a development such as requested would make a two lane winding road even more dangerous. Thank you for considering those of us who already live in this area.

The Chapman highway county line area simply cannot support yet another housing development! This bottlenecked section of Chapman highway already has 2 approved developments one by this developer that have not been completed. How can more developments be added until we know the true impact of these developments. One has 118 condos the other over 180 houses. One of these developments will force all traffic into the neighboring counties by only existing in one direction. Please stop all rezoning requests until we can see the true impact of the ones already approved

I don’t know where to began I’m heart broken about all of this. It’s right in our back yard my in-laws have owned this house and land since the 1930’s. My father-in-law has always had a garden over the hill and so has my husband we have been married for 50 yrs he’s always planted our kids and grand and great grand kids have helped plant and pick when things were ready this last couple weeks seeing them over here doing the survey I’ve cried so many times we don’t need all of this here we have shared produce with so many neighbor's and friends please please don’t let this pass keep it as it is that’s all I can say please think about this please

I am completely 100% opposed to this proposed zoning change. This change will encroach on the peaceful quality of life that we have chosen in this rural area. If I wanted a dense subdivision I would have purchased a home in the city. Furthermore, where is the proposed infrastructure that would accommodate a 1 house per acre subdivision. The traffic on John Sevier Hwy is already congested during the weekdays. Our country roads are already overwhelmed. Fire and Rescue? I’m sorry but a rural volunteer fire department will not be equipped to adequately serve the additional burden to this area. I’ve lived in these subdivisions out west and they are a horrible place to live. I moved back to TN to get away from them. This zoning change really upsets me. The subdivision off of Knight Rd and Highland view are beyond ugly. I feel sick every time I pass them. You can do better than this. Eighty homes is just too many. One house per five acres with several planted trees per house would be a good compromise. Thank you in advance of denying this zoning change.

I oppose this rezoning. 1)This was formerly land owned by Atlas Powder Company, a dynamite manufacturing and storage company, and likely contains toxic chemicals that will be unearthed and released into the environment upon demolition of the powder magazines and excavation of the soil on this tract. 2) There is no neighborhood of this character nearby. Comparing this neighborhood to the subdivision being built directly on John Sevier Highway, near Government Farm Road, is comparing apples and oranges. John Sevier Highway is a major east-west corridor in South Knox County. The portion of Tipton Station this land sits near is more like a county road.

Knox County Planning Alliance supports the staff recommendation to deny the similar use determination. The noise levels emitted from this type of use easily cross property boundaries and cause noise nuisance for adjacent properties. Since this similar use consideration would apply across the county, it would be allowed on any property zoned Agricultural. Look at the zoning map and you will quickly see how this use would create substantial conflicts. A similar use from a noise perspective could be a race track. Would we permit racetracks in all Agricultural zoned property in the county?

I oppose this request to rezone 2814 Tipton Station Road. I have lived on Tipton Station Road for 25 years. If anyone of you have went to Bonny Kate Elementary School or contacted and the principal, you would know they do not have any more room for more students and South Doyle High is overcrowded also. We already have an overflow of traffic from the other two subdivisions you approved just a few short miles from Tipton Station. Whoever did the traffic survey needs to come back out and redo it while school is in session and talk with the schools directly impacted. Tipton Station is a two-lane curvy road that can't handle that much traffic not including all the wildlife you will be displacing and cars killing. You also have a plan to rezone off of Tarklin Valley Road which will impact Bonny Kate Elementary and South Doyle High School also. Before you allow any more housing to be built you need to expand on to the schools that will be affected /or build a new school and hire more teachers so are children will have the education they deserve and not sit in a classroom where they may fall behind in their learning because someone wants to make money over what's best for our children and community!!!

This is an insanely stupid and short-sighted idea and it angers me that the *Planning* Department isn't able to see that this doesn't help our city plan a better future. No one wants to walk if buildings are pulled far back from the sidewalk and there is parking in the front. This change continues to lock us into car dependence at a time when we should be actively doing everything we can to lower our emissions. The best way we can do that from a planning perspective is to make this town more lovely and safe to walk, bike, and take transit, This strips any future potential for that away. Especially as a Knoxville Transit Authority Commissioner, this ticks me off. We are trying to make our bus system more frequent and enjoyable for all users but by pulling back the street edge as the standard (instead of just making these developers apply for a VARIANCE which is what they should have to do), you all are allowing the edges of our town to lose the future to be walkable, bikeable, and transit friendly.
 
This is insanely ill-thought and short-sighted and shameful. Everyone deserves walkability. You can't get to that if you just back down and give into developers the first time they complain. We have to build the city we want. For the love of god, deny this [REDACTED] amendment.

I urge you not to change the build-to ordinance in such a drastic fashion. Certainly, specific parcels are difficult to develop under the ordinance (that's the purpose of variances). But on the whole, perpetuating a hostile environment for pedestrians will never be good for Knoxville. The city is growing and we need urban corridors to become more...urban. That means getting rid of outdated and low-value land uses that inhibit growth. We have some of the the ugliest and least safe arterials in the south. A big part of that is car-only land uses that exclude all other users. These also tend to have very low return on development (in terms of value per acre). As long as we have transit, we have to support walkability on all of our corridors. I urge the planning commissioners to a) consider the bus system redesign that prioritizes these corridors (esp chapman and kingston pike) and b) consider other constituents besides strip mall developers and people that are trapped in their cars. In 30 years (when these buildings will still be in place), these corridors should look different if we expect to handle the growth most people want. We have to have corridors where people can safely walk to accomplish that growth. Land use is the biggest part of the equation, that sticks around the longest. The rest can come later.

What a terrible idea. Knoxville needs to be taking whatever steps it can to become a more walkable, bikable city. This amendment would undermine those efforts, and it would do so in some of the parts of the city that need not less but more pedestrian-friendly infrastructure. I urge the Planning Commission to reject this amendment.

Come on now.. We don't need more cars with resources of fuel and ruins of car exhausts being as they are. We need people to have access to transit or even enjoy a brisk walk without feeling like they're in suburbia bothering people. I love downtown and surrounding areas of Knoxville for its walkability!

I am writing in hopes that you will vote down the amendment 8-A-22-OA. We need to build for the future and that includes multi-mobility options and need to push for this on every new development. It is unacceptable to build new construction with only cars in mind. Once building/infrastructure is built it is extremely expensive/hard to retrofit pedestrian infrastructure. We must be better planners for the future of our town than the past planners.

I live in West Knoxville and I am unable to drive. I moved to this area because it was close to a KAT bus stop. That bus line was discontinued 6 months after I moved in. Now, to catch the bus, I need to walk down Kingston Pike. Coming from Nashville, it is strange to me that there are bus stops without safe walking paths. I also live within walking distance of a grocery store, my dentist, several restaurants and businesses, and the Ten Mile Creek Greenway. However, I cannot get to most of them safely. I risk my life every time I want to catch the bus at WalMart because there is no safe way to cross Kingston Pike at Walker Springs. I have to walk through my neighbor's yard and through business parking lots because there is no sidewalk. In some areas, you literally cannot walk anywhere unless you want to walk on Kingston Pike because where sidewalks could be, are large, sharp rocks. It is almost as if this area was purposefully designed so that no one can walk. As a disabled person, it makes me feel very unwelcome here. It sounds that the exemption of these rules for Kingston Pike west of Bearden Road is because of previous poor infrastructure design. How will anything improve if we allow past failures to prevent positive change? See attached PDF for images.

I moved to Knoxville in 2017, attracted by the walkability, bikability, and diverse economic activity in the city's core. I am deeply committed to this type of development and the variety of economic and social opportunities it represents. Mounting research has provided the unavoidable knowledge that pedestrian and bicyclist activity promotes business (Baudillon, P. (2019). Can Cars, Bicycles and Pedestrians Coexist?. Dans: , P. Baudillon, Reinventing the Street Experience: Hyperstories, Public Spaces and Connected Urban Furniture (pp. 95-107). Hermann.). A car-centered urban landscape is also far less safe, increasing the possibility of deadly collisions between cars, pedestrians, bicyclists, and other roadway users. The build-to zones and build-to percentage changes suggested in this amendment would create a more car-centric urban development pattern, making our city less safe and less accommodating to bicyclists and pedestrians. For this reason, I implore the city to turn down this amendment and allow development to occur in a more compact way that promotes diverse, and dense activity, while promoting a safe environment for everyone.

Town Hall East Neighborhood Association Board opposes the application to amend CG-2 and CG-3. This broad dismissal of building zone setback and building percentage for the listed highways fails to appreciate the variation in lot sizes, pedestrian activity along bus lines, and it denies every future possibility of improving our highways.
