Consideration of amendments to the Downtown Design Guidelines.
RECOMMEND that City Council approve the amendments to the Downtown Knoxville Design Guidelines as recommended by the Downtown Design Review Board and Planning staff.
RECOMMEND that City Council approve the amendments to the Downtown Knoxville Design Guidelines as recommended by the Downtown Design Review Board and Planning staff. BACKGROUND: On December 18, 2019, the Downtown Design Review Board recommended approval to the proposed amendments to the Downtown Knoxville Design Guidelines to reflect changes in the new City of Knoxville zoning ordinance. The changes include updates to zoning district references, maps and the administration of the guidelines. Other amendments include changes to the name of the board and design guidelines, and other agency name changes. SUMMARY OF AMENDMENTS: 1. Changed the name of the board and guidelines to match the new zoning code. a. Downtown Design Review Board is now Design Review Board. b. Downtown Knoxville Design Guidelines is now Downtown Design Guidelines. 2. Changed zone district references from current to new zones. 3. Changed name of Knoxville-Knox County Metropolitan Planning Commission to Knoxville-Knox County Planning. 4. Updated the maps to represent the new Design Review Board boundary and any other general changes that have happened since 2007 when the guidelines were adopted. a. NOTE: Projects in the DK-E (Edge) zoning district are not reviewed by the board and not within the DRB boundary. The DK-E is predominantly in the Downtown North area (north of I-40). 5. Section 3 (Administration of the Guidelines) has been updated to reflect the new language in the zoning ordinance.
